Volney Resident Arrested Following Threat Incident at DSS

Earlier today, September 2, 2026, at around 11:19 a.m., members of the Oswego County Sheriff’s Office responded to the Oswego County Department of Social Services, located at 100 Spring St. in the Town of Mexico, for a report of a threat to the building.
As a result, all people were evacuated as a precautionary measure and employees were sent home. The building was thoroughly searched, and the threat was deemed not credible. The Department of Social Services will re-open tomorrow, September 3, to resume normal services.
Following investigation, Edward Browning, 29, of Volney, was arrested for Making a Terroristic Threat. Browning was held pending arraignment in Oswego County CAP Court.
The Oswego County Sheriff’s Office was assisted on scene by the New York State Police, the Oswego County Fire Coordinator’s Office, Mexico Fire Department, and McFee Ambulance Service.
